Content: Interview with David F. Freeman conducted by Marian Horosko for radio station WBAI, New York City, as part of its series Dance, New York, at the office of David F. Freeman, President of the Council on Foundations, probably in 1969.

Description
Streaming audio file (approximately 30 minutes). [Program begins after a few seconds of non-sequential speech.] Marian Horosko introduces the topic, namely proposed reforms to the laws and regulations governing [non-profit] foundations, and her guest, David F. Freeman, President of the Council on Foundations; David F. Freeman speaks about the Council on Foundations; the definition of a foundation; the wide range of foundation size (in terms of annual grants); the process of establishing a foundation; the complexity of the laws governing tax-exempt status; grants to individuals; the concept of establishing minimum annual distributions based on a foundation's total assets; recent [United States] Congressional hearings on the reform of the laws and regulations governing foundations; the purposes and goals of foundations; his concerns that the proposed taxing (in effect) of foundations will lead to reduced grants to the public and that new restrictions on political activities will unduly limit discussion of public issues by non-profit organizations; the Council on Foundations' testimony before the House Ways and Means Committee; regulatory reforms he would recommend; regulatory changes he would not recommend; the current status of and likely future legislative process with respect to the proposed reforms; Horosko's closing remarks.
