Description
It is alledged against Gov. [Arthur] St. Clair that he refused assent to laws necessary for the good of the territory, that he usurped the power of erecting counties, and laid himself open to other charges; he is now here on his defence; the House of Representatives have determined to erect that territory into a state; the St. Domingo armament is said to be ill supplied with provisions and money; a sum of more than $300,000 was granted under the French treaty; no application has yet been made for a loan; Senators Tracy and G[ouverneur] Morris favor a loan in order to give this country a hold on the West Indies.
