Content: The "French hate" in the caption refers to the wording of the memorial to the signing of the armistice which ended World War I, referring to how the "criminal pride of the German Empire" had "succumbed" to the Allies. The part about "betters Germany's military situation versus England" is a polite way of saying that German forces will occupy the French coast and a large portion of the interior.
