Content: Caption on back: "Lieut. [Lieutenant] (jg) Clarence Samuels, of the United States Coast Guards, now the highest ranking Negro in the Navy; A native of Panama, Lieut. Samuels has spent 23 years in the Coast Guard, during which time he has served in charge of a cutter in Savannah, Georgia harbor; in charge of the Coast Guard unit at Pea Island, near Manteo-Roanoke, N.C. and at the U.S. Coast Guard Training Station, Manhattan Beach, N. Y.; He is known throughout the service for his excellence as a signalman and marksman; His ribbons indicate pre-Pearl Harbor Service, Pearl Harbor action, American Theater of War action, African mid-eastern campaign, expert pistol shot and his good conduct ribbon has four bars."
