Atkinson, USNR, Executive Officer of the Office of Naval Officer Procurement of Washington; Lieutenant Hope is the first Negro to hold the rank of Lieutenant in the Navy; Born in Atlanta, Lieutenant Hope has lived since 1932 at Howard University, Washington, where he was Superintendent of Buildings and grounds; H holds four degrees from three colleges - Morehouse College, Massachusetts Institute of Technology, and Columbia University; He has been ordered to proceed to U.S. Naval Construction Training Center at Davisville, Rhode Island for introduction and assignment to duty on the station force in connection with Seabee training."
